WEBINAR SERIES ON LOCAL GOVERNMENT AND COVID-19

TOPIC for 15 July 2020: Transparency in local government procurement during COVID-19

Transparency in local government procurement is pivotal. Procurement information is a major source of information about the nature of public services communities should receive and how often such services should be delivered. It thus enables communities to monitor the delivery of public services and hold municipalities to account. The need for transparency has been heightened during the COVID-19 pandemic, with many poor communities and particularly, informal settlements, emerging as epicentres.

The webinar provides an opportunity to engage on the following related themes:

  • The significance of procurement information for communities, with a particular focus on informal settlements;
  • Understanding government regulations during COVID-19, and specifically the requirements regarding transparency;
  • The challenges municipalities are experiencing in implementing procurement regulations and making procurement information publicly accessible during COVID-19; and
  • International good practice on transparency in emergency procurement during COVID-19

Speakers will include: Dr Krish Kumar (CFO, eThekwini Metropolitan Municipality), Ms Basani Duiker (Chief Director, Supply Chain Management Governance, Monitoring and Compliance, Office of the Chief Procurement Officer, National Treasury), Ms Shumani Luruli (Programme Coordinator, Planact), Ms Carlene van der Westhuizen (Senior Research Analyst, IBPSA) and Ms Carey Kluttz (Head of Country Programmes, Open Contracting Partnership).
