UNDP appoints Prof De Visser to review Lesotho’s Local Gov’t Act

The United Nations Development Programme (UNDP) in conjunction with the United Nations Capital Development Fund appointed Prof Jaap De Visser to review Lesotho’s Local government Act. This is in line with the country’s efforts to bring its Local Government Act of 1997 in line with this policy.

 De Visser is set to assist the Lesotho Ministry of Local Government, Chieftainship and Parliamentary Affairs to bring the Local Government Act in line with the vision as expressed in the 2014 Policy.


In 2014, Lesotho adopted a Decentralisation Policy, which was aimed at greater responsiveness to the needs of citizens, better living conditions derived from sustainable economic growth, and improved basic services for people throughout the country.
The appointed is based on his prior experience with multilevel government systems in South Africa, Kenya, Zimbabwe, Uganda and Ethiopia.
