Seminar on Coalition Governments: What are the options for law reform at municipal level?

On 8 November 2023, the Dullah Omar Institute (DOI), in collaboration with the Hanns Seidel Foundation hosted a hybrid seminar under the theme “Coalition governments: What are the options for law reform at municipal level?”

The seminar discussed two issues, namely (1) what are the options for thresholds at municipal level? and (2) how to ensure that municipal service delivery continues when there is instability? In addition, lessons were drawn from Spain’s experience with coalition governments at municipal level. The speakers were Prof Jaap de Visser (DOI), Prof Tinashe Chigwata (DOI), Prof Carmen Navarro (University Autonoma of Madrid), and Ms Chelsea Ndlovu-Nachamba (Planact). Mr Wayne McComans from the national Department of Cooperative Governance and Traditional Affairs (CoGTA) acted as a respondent while Dr Johandri Wright, from DOI, facilitated the seminar.  The seminar was attended by a diversity of stakeholders working in the local government space, including the Minister of CoGTA, Ms Thembi Nkadimeng.
