In this 6th webinar in an ongoing project to assess the impact of the COVID-19 pandemic on the resilience of constitutionalism in Africa two leading international scholars reflect on how governments have used digital technology and big data in controlling the spread of the pandemic and the wider implications this may have for privacy and data protection.

Alex B. Makulilo is Professor of Law and Technology at the Open University of Tanzania. He is the Co-Director and Chairperson of the African Law and Technology Institute. Professor Makulilo has published extensively on privacy law, data protection, computer law and technology. His most recent book, African Data Privacy Laws (Springer, 2016), is a pioneering work in the field of data privacy in Africa. Makulilo is currently authoring a comprehensive book on Data Protection in Africa: The Impact of the GDPR, to be published by Routledge in 2021.

Dr Rachel Adams, Senior Research Specialist in the Science and Society programme of the Human Sciences Research Council’s Impact Centre. Among many other appointments, Dr Adams is Editor of the South African Journal on Human Rights. Her most recent book is Transparency: New Trajectories in Law (Routledge, 2020).
