When no single party wins a majority of the seats in a municipal council, some form of coalition or political alliance is necessary for decision making. Recent local coalitions, such as those in Tshwane and Nelson Mandela Bay, were (and still are) turbulent, to say the least. This had a negative effect on service delivery. At the same time, political alliances will always be needed if elections do not produce an outright winner. With local government elections, scheduled for later this year, what can be done to make local coalitions more stable? What lessons can be drawn from recent, and earlier experiences with coalitions and alliances? Does the law need to change? Do we need a new political culture to enable more stable coalitions? The Dullah Omar Institute is convening a webinar to reflect on these and other questions.
