Chile has begun an historic constitution-making process. The new constitution will replace the Pinochet Constitution. For the first time in history 50% of a constitutional assembly will be women. There will be reserved seats for the indigenous population.
Last October (25-10-2020), Chileans voted to have a new Constitution in an "entry" referendum. The final stage of the process will be the "exit" referendum, to be held in mid-2022, when Chileans will be asked to ratify the new charter drafted by the Constitutional Convention. The Constitutional Convention will be elected on April 11, 2021, and will work for 9 to 12 months, starting on May 2021.
Professor Javier Couso, one of Chile’s leading constitutional scholars, joins us to talk about the current constitution and the political landscape, the structure of the constitution-making process, and key issues likely to arise in the constitutional debates.
