Webinar: Traditional Leaders, Municipalities and Land use Management: Who does what?

On 20 October 2022 the Dullah Omar Institute, in collaboration with the Hanns Seidel Foundation hosted a webinar on Traditional Leaders, Municipalities and Land use Management: Who does what?

The intersection of the role of traditional leadership in land use allocation, and the role of municipalities in land use management gives rise to tensions. How do we ensure that these roles are performed in a manner that respects each institutions’ authority with respect to land, and benefits the local community?

This webinar engaged with this question and located it in (1) the legal framework for land use management, namely the Spatial Planning and Land Use Management Act of 2013 (2) ongoing debates about which institution enjoys exclusive land use management powers over land and (3) observations about the intersection of the practice of the role of traditional leadership and municipalities in land use management.

The webinar was moderated by Dr Michelle Maziwisa, the respondent was Prof Jaap de Visser (Director, Dullah Omar Institute) and the panellists included Xavia Poswa (Doctoral Candidate, Dullah Omar Institute) and Ntsika Minenkulu Joyi (Bhaziya Traditional Council Head of the Royal House of Joyi, Eastern Cape Province).
