Series of Webinars on The Unwanted Anniversary - One Year Under COVID-19 Restrictions

On 26 March 2021 we will mark one year since South Africa went into a hard lockdown and since then we have lived under some form of restriction.

Since then, we have been governed by a series of regulations restricting to a greater or lesser degree our human rights. There is little doubt that the impact of COVID-19 has changed society forever. The Dullah Omar Institute is convening a webinar-series marking the one-year ‘unwanted anniversary’ of COVID-19 restrictions. We do this around Human Rights Day (21 March 2021) and use the opportunity to reflect on and examine key issues at the intersection of human rights, democracy and governance.

The Financial Impact of COVID-19 on Local and District Municipalities. 

 

A lot is said about the impact of Covid-19 on the economy, national tax revenue, the dispute over public service wage negotiations etc. Municipalities had to take on additional responsibilities in dealing with the pandemic. At the same time, their revenue is under pressure, because of the impact of the restrictions, but also because more people are pushed into poverty and inability to pay for services. The impact on South Africa's major cities has received attention, but how are smaller municipalities coping? What is the financial impact on district and local municipalities?

We will unpack this with Prof Tania Ajam, professor in Public Policy, Economics and Finance at the Stellenbosch School of Public Leadership and one of the members of President Cyril Ramphosa's new Presidential Economic Advisory Council.

We will also be joined by a representative of the Financial and Fiscal Commission, the constitutional body tasked with advising the government on intergovernmental fiscal relations. This webinar is convened with the support of the Hanns Seidel Foundation
